SUVA (The Fiji Times/Pacific Media Watch): Every person has the right to freedom of speech and expression, including freedom to seek, receive and impart information and ideas.

And while this includes freedom of the press and other media, the Public Emergency Regulation 2009 (PER) places certain limits on these rights in the interest of national security and public safety.

Fiji's Ambassador to the European Union, Peceli Vocea, told the Working Group of the Human Rights Council's Universal Periodic Review (UPR) that recent history showed the Fiji media had been "irresponsible and unbalanced" and contributed to a negative and confrontational political and socio-economic environment.

On the state's plan to address this, he said: "Government is also drafting a media law that will ensure that responsible journalism is practised and a Freedom of Information Decree that guarantees public access to government documents."

Vocea admitted that there was a ban in place on certain foreign media personalities.

"This ban, which has been enforced simply because of the sensational and unbalanced reports that have emanated from these individuals, however, does not apply to the media agency which these personalities work for," he said.

He said other reporters from these agencies could enter the country.

He said government would make sure that media restrictions were not prolonged unnecessarily and that responsible and balanced journalism was encouraged by editors and media owners, through various measures.
