The Communication Initiative (The CI) and the BBC World Service Trust (WST) invite entries for their first contest for blogging on development policy, soliciting persuasive critiques and encouraging discussion on development policy issues. CI Network members from around the world (as well as those who wish to become CI Network members) are requested to submit their opinion pieces to the collaborative blog at Communication, Media, and Development Policy.

The principal audience for this collaborative blog is development policy makers and those interested in engaging with them. These include people working in donor and multilateral organisations, "mainstream" development non-governmental organisations (NGOs), civil society organisations, governments, and others who inform development policy. The aim of this contest is to highlight the relevance of media and communication to wider development policy concerns, and particularly governance concerns.

Bloggers must be/become registered members of The CI Networks in order to participate in this contest and process. To register,click here.

The contest will run from January 7th through February 28th 2011.

Bloggers may submit up to 5 blog posts focused on development policy for contest consideration.

The top 10 outstanding bloggers from the network will receive a stipend of 240 UK pounds each to support their writing of 3 additional blog posts between March 15th and June 15th 2011.

The top 2 controversial bloggers from the network will receive a stipend of 50 UK pounds to acknowledge their skill in inspiring dialogue.

Criteria:

1. MEMBERSHIP: Bloggers must be/become members of The CI Network in order to submit blogs to the Communication, Media, and Development Policy collaborative blog. Register here.

2. TYPE: Blogs submitted to the Communication, Media, and Development Policy collaborative blog must not be under review elsewhere or have appeared in any other published form.

3. LENGTH: Each post should be between 300 and 1,500 words.

4. CONTENT: Blogs should be written in a way that assumes a potentially skeptical audience, and in a way that makes few assumptions about a reader's existing knowledge or sympathies with the arguments put forward. We are looking for clarity and a preparedness to frame issues in ways that make sense to policymakers who are unfamiliar with issues of media and communication for development.

These blogs will need to express a viewpoint. BBC WST/The CI are interested in new ideas or opinions that stem from the ideas that are presented in existing events, initiatives, or papers.

The Communication, Media, and Development Policy collaborative blog is focused on development policy. It is not heavily focused on issues of media and communication policy (such as issues of regulation). Media policy is of interest only in relation to what ways it affects development policy.

5. QUALITY: The writing must be of a high standard. Each blog submitted will be queued for review; BBC WST/The CI reserve the right to suggest edits from a quality perspective. Upon review, blogs will either be returned to the blogger as unsuitable or posted on the blog space.

6. COPYRIGHT: Blogs submitted to the Communication, Media, and Development Policy blog space must not be under review elsewhere or have appeared in any other published form.

7. COMMITMENT: By making a submission to this contest, bloggers have committed, if they win, to the submission of at least 3 additional blogs between March 15th and June 15th 2011.

Process:

Beginning January 7th 2011, the contest will be launched by inviting CI Network members from around the world to submit blogs focused on development policy concerns to the Communication, Media, and Development Policy collaborative blog.

Between January 7th and February 28th 2011, bloggers will submit at least 2 and at most 5 blogs.

During this time, The CI will announce the blogs through their regular e-magazines and will solicit comments from other CI Network members.

The Decisions on the top 10 outstanding and top 2 controversial bloggers will be made by the BBC WST/CI judges group from March 15th-21st 2011.

The top 10 outstanding and top 2 controversial bloggers will be announced on or just after March 21st 2011.

The stipend of 240 UK pounds to each of the top 10 outstanding bloggers will be paid upon completion of submission of 3 additional blog posts within the Communication, Media, and Development Policy collaborative blog between March 21st and June 15th 2011.

In addition to the stipends, the top 10 outstanding and top 2 controversial bloggers will be featured in a special issue of The CI's main e-magazine, The Drum Beat, after the winners are announced, on or soon after March 21st 2011.

1. Login here (to register, click on the tab above "User account" that reads "Create new account". Please allow 24 hours for registration approval.)

2. Once logged in, please go to Add Blog or (a) access this through the block in the left or right margin, depending on the page you are on, a block with your username at the top (b) Within that block click on "Create Content" and then "Blog" (c) Insert your blog: "Title" and "Content" (the blog itself) are compulsory and the image is desirable but optional and (e) when satisfied with your blog click on Submit
