[pima.nius] Budget 2009: Georgina te Heuheu - Education, housing, health for Pacific people

12:34 AM |

Hon Georgina te Heuheu

Minister of Pacific Island Affairs

28 May 2009

Education, housing, health for Pacific people

Pacific people will benefit from several Budget 2009 initiatives, including significant extra funding for education, housing and health, Pacific Island Affairs Minister Georgina te Heuheu says.

"The Government is investing heavily in education, including $36 million in Budget 2009 to help students meet national standards in literacy and numeracy.

"We want to ensure that every Pacific child can read, write and do maths. As a community we need to inspire our children to achieve. Teaching them the basics is the first step."

The Government is focused on increasing Pacific children's participation in early childhood education. From 1 July next year, all five year olds will be eligible for 20 hours of early childhood education each week.

"Budget 2009 also provides significant extra money for housing, which will be available to Pacific families," Mrs te Heuheu says.

More than 180,000 New Zealand homes will have access to grants for insulation and clean heating over the next four years, as part of a $323.3 million investment in household energy efficiency.

And community housing services receive $40 million over the next four years – a large part of which will be invested in upgrading Housing New Zealand properties.

"Pacific families will be among the first to benefit from the National-led Government's urban regeneration initiative – the Tamaki transformation project," Mrs te Heuheu says.

"Almost half the population in this part of Auckland identify with one Pacific Island group."

With employment, Pacific workers can increase their skills through the New Zealand Skills Strategy, which includes literacy, language and numeracy skills, trade skills, technical skills, and degree level qualifications, as well as specific management and leadership skills.

In health, the Government is focused on improving child health, reducing obesity and smoking, and improving access to appropriate health services for Pacific people, Mrs te Heuheu says.

"Pacific people will be a particular focus as we work towards ensuring diabetes and cardiovascular targets are achieved equally for all population groups."

[pima.nius] PR: Budget fails to protect jobs for Maori

12:33 AM |

28 May 2009     Media Statement
Budget fails to protect jobs for Maori

Maori will be deeply disappointed with today's Budget which does nothing to keep whanau in work and includes no new Maori Affairs spending whatsoever, says Labour's Maori Affairs spokesperson Parekura Horomia.

"With more than one in ten Maori now unemployed and over 1000 Kiwis joining the dole queue each week, this should have been a jobs Budget and it wasn't.

"There is no coherent plan to keep people in work and given our whanau are among the worst hit by the recession, this of particular concern to our communities," says Parekura Horomia.

"We needed significant investment in skills training and job creation to steer New Zealand out of the economic downturn, but we haven't got it.

"And the best the Minister of Maori Affairs is able to offer is a network of community advocates who will work to ensure whanau are getting the benefits they are entitled to.

"Surely the Maori Party could have done better than that?  It's no wonder the Minister's first choice was to spend Budget Day in Australia.

"It is also disappointing that the Maori Party is trying to hoodwink the public into thinking it has secured new money in this Budget," says Parekura Horomia.

"It claims to have secured over $120 million worth of initiatives specifically for Maori over the next four years.

"Yet the $50 million worth of initiatives which come from Dr Sharples' Maori Affairs budget are funded from existing money diverted from other initiatives and programmes.  This includes the $32 million to be spent on whanau advocates.

"And the documents show that far from securing more money for his agency, the Minister will spend less over the next four years than Labour planned to.

"Much of the other funding heralded by the Maori Party, such as the economic development taskforce and aquaculture funding has already been announced.

"This is not a mana-enhancing Budget for the Maori Party at all.  Maori will feel let down.  Lost for words? Certainly lost for anything positive to say."

talo fa peni,

when I first got to Samoa I was shocked too - at the sophistication with which the government of Samoa is 'spinning' this story.

I think what people will find is that all the shouting and screaming has been replaced by an embarrassed silence in Apia, with media outlets and officials alike realising they simply went too far. JAWS has yet to release a promised statement and neither, for that matter, has PFF, the Pacific Freedom Forum, despite months of criticising PINA for staying silent on similar issues.

TVNZ would pull that promo in a hot second if management was not 101% confident of facts surrounding the story, and the ability of its reporter to convey those facts. As for the so-called affidavits in Samoa, I wonder if their multiple contradictions can be attributed to the hours long-beating they got in the police cells that night, or the beatings they endured from their villagers over coming days?

Yes, One News is a consistently sexed up news source, but, hey, guess what, that's what you get when everyone slurps up a quarter century of fundamentalist capitalism - sexy. I worked with (and competed against) the reporter in question for more than a decade in the Cook Islands and the allegations against her are funny to anyone who knows her. But not at all funny for those who don't. You'll notice no one is suggesting she lied about coming from "Hollywood" or bribed the boys with "booze" - anymore. If anyone wants to argue the story, point-by-point, then that's great, but I am not sure those-in-the-know in Apia will really appreciate the extra attention.

Fakalofa Lahi Atu,

From the isles of Niue we say thank you to Shimpal Lelisi and Tagata Pasifika for their presentation on Niue last night.
It is a pity not to hear from this news forum so I thought I would share a little.
The budget? We don't hear much from the Pacific community regarding what this means?
I wonder what do people think of it? Is the insulation idea a good one?
On the Barbara Dreaver. What has happened since the BSA complaint went in?
I am shocked that still TVOne is airing a promo which features a bit from the item.
It airs on TVOne with the logo at the end "Qantas Media Award Winner, Best News"
Having that snippet on air even while it is under a BSA procedure shows that TVOne does not take the BSA or the concerns of the Samoans people very seriously.
This adds to their lack of credibility and disregard towards the matter.
Those are my thoughts for the moment and I hope others will be brave enough to keep this forum going.
